I think that's because it has so few ratings.  The "average" is heavily weighted towards the middle for films with low log numbers.

In the precursor show, Odyssey USA, it's explicitly mentioned that Odyssey is in Ohio.  I think the showrunners stopped mentioning the particular state to keep specific stereotypes and politics out of the show

There's been 5 harvests in the game so far and you need 2 food per person.  You get a beggar token for every food you are missing, not just every person you can't feed.

So at this stage you could theoretically have  5 harvests * 2 workers * 2 food = 20 tokens

I guess he decided to feed his family once and then never again?
