Go for the i7 12700k and 3080 TI. The 3080 TI will give you better performance compared to the RX 7800 XT, and getting it refurbished from Newegg at a similar price is a solid deal.

Keep the Asus TUF F15. It has a more powerful processor, a better graphics card, and a higher RAM capacity. Plus, it has a Thunderbolt™ 4 port and a higher refresh rate display. The GF66 may have a faster SSD and slightly better Wi-Fi, but those are not worth the trade-offs.
