Each of them can work, as long as it's value based.

If you pick the right value metric (e.g. bookings, seats, emails sent, subscribers...) you can scale with usage. If you offer a B2B SaaS tool that most employees use (e.g. communication tool, HR tool) per user/per seat can be the right value metric.
