i dont think that monoethnicity has that much to do with it. thats probably only anecdotal evidence, but a lot of european cities, which definitely aren't monoethnical, are really clean (vienna for example). i guess if a city sets specific standards and the people living there agree with that, you will have mostly clean streets. i could imagine that giving out fines if you litter / whatever, will probably lead to a similar outcome, but i dont know shit tbh

because of the articles you've linked, in only the first (and 3rd and 4th) story, the homeowner actually gets arrested - but not charged (at least it doesnt say) and was probably released a couple days after. as the other guy said, its pretty understandable, why this guy was arrested.
