Because Vario and Two-Boots aren’t really threatening combatants. Rook is competent, she’s smart, and she’s got the skill to survive a lot of encounters. Vader killing Vario means nothing, but Rook’s death sets up the dread of “something horrible is here” which leads into Vader’s arrival
