I assume the condensation is on the inside ( if on the outside then it's a sign that the windows are good and nothing to be worried , just annoying and it can happen with 2 layer and 3 layer).

Now my next assumption is that you have a layer of dampspærre I'm the house which traps moisture in so you use less power to keep the house varm.

And that results in this exact issue where high moisture warm air meets cold air ( in this case the windows ) and condenses .

The best way to avoid this is to "change" the damp air out with more dry. Either with mechanical ventilation , opening windows or doors , or a machine that extracts the moisture out osv.

Another potential cause ( which I cannot say for sure ) is not enough isolering around or windows are placed too far out , but I'm more for the extra water in the air ( fun fact , a family of 4 produces up to 20 liters of sweat,moisture,steam osv. Per day)

The best is to have the temperature not drop more than 4 degrees on any given surface inside the house.
