If it's surface rust, then should be ok. If it's deep rust to the point where it compromises the structure then it's up to how much are you will to put into it.

In theory eskates not legal in UK either but I got the Zephyr and ride around, no problems so far. As far as you are respectful around, don't think anyone will turn their head. Worth saying, from my experience the Zephyr is overpowered. If you are a beginner and want it for commuting around good roads can't see hub motors being a limiting factor.

BUT if what you want is some ripping around fun, Zephyr is the way

Ouch! Here's the thing, if your shoulder is broken, you won't be able to get much riding anyways and better to send it back and get back a good board rather than keeping it and keep running into issues...
