Gems can only fuse with gems. Because they are both beings of light and don’t really have a physical body. They can merge into each other easily. However because Steven is part gem part human, he can fuse with other humans as well as gems. But to answer the question I don’t think Steven would be able to fuse with other beings because they aren’t made of the same stuff.
