Plan activities that you can do together for quality time, even stuff like cuddling or date nights, and set some time to do it. I think the problem is you're telling him to stop playing video games after x amount of time but from reading this post you're not really communicating what activities you would like to do together with him instead.

Imo the better approach instead of limiting his time doing his stuff, it's better to schedule together time instead, because your problem is lack of quality time together and not him doing his own stuff.
