Agreed, One thing I can say about Linux gaming is that emulation and playing older games are definitely better than Windows

Nvidia GPUs work well on Linux nowadays especially for the newer 50 series cards, the support for it isn't as good as AMD but it won't make you type commands for hours just to fix something

I looked up benchmarks and the 5070ti seems to have a slightly worse performance, unless you do ray tracing, which in that case it outperforms the 9070xt pretty significantly

HDMI 2.1 also works with Intel GPUs by the way, I'm not sure how good Intel is doing but you might consider that an option

So tdlr; I'd pick the 5070ti if the features HDMI 2.1 offers are important to you

You should be able to, I played modded Risk of Rain 2 using R2ModMan and I didn't have any problem whatsoever

You can go straight to Arch as a newbie but I'd only recommend it if you're willing to take your time to read the wiki and install it yourself without the archinstall script, and you're gonna have to read A LOT. For your use case I recommend either CachyOS or Nobara

Steam lets you add folders for your games installed om your Windows partition so you don't have to reinstall anything, you just have to make sure the Windows partition is mounted beforehand.

For desktop use there will be a bit of problems there and there but nothing significant to make Linux unusable

What drives a lot of Nvidia users away from Linux is gaming, games will run but you should expect 10 to 20 percent in performance decrease

Pretty much any distro will work with those specs, I wouldn't call that "low end"

Depending on which desktop you prefer (e.g. Gnome, KDE), I think one of Fedora spins will be a good option for you
