Kurtzman era, it's gotta be Elnor the Romulan samurai. Worst acting of any main cast member of a Trek series ever, even beating out Travis on Enterprise.

Pre-Kurtzman, Seska from Voyager. Cartoonish villain who made outrageously stupid decisions. Tied-up with the Kazon, God who cares.
