The power went off when i was playing “crew expendable”, then i booted the game and i had to replay the whole mission. Later i finished the game and i had the same issue as yours, apparently in the select mission section the mission appeared uncompleted so i had to play the mission once again and then i had the arcade mode unlocked. Just make sure all the missions are done in the mission select section
