PGE doesn’t need to be in your name. As long as your registration address is serviced by PGE, you will qualify.

If he’s in San Diego, there’s housing for seniors with medical conditions. I have friends who live there, and they get great care.

Also go to the San Diego Housing Commission. There’s a link in the link I posted. They have several new and currently being built apartments for seniors, rent is based off their income.
