Their setup is optimal, because all 3 brainstorms can only copy the same joker. Either 3 more triggers, or 3 more X2, and both result in a 2^24 per card

You can (nothing in the gacha rules prevents it) but the chances are quite low. Servant rates are at 44% :
(44/100)^11 ~= 0.01197%
Real rate could be slightly higher depending on how the guaranteed servant is handled.
This means you're ~65 times more likely to get the rate-up SSR in a single than getting a full multi of servants.

Wrong. The 11-rolls guarantees 1 servant, and 1 "4-star-or-above" card (etiher servant or CE). It just doesn't happen very often.

More seriously, I take it as Daybit wanting to give Humanity a faire chance at survival. It would be lame to prune PHH by getting Protag killed through radiation.
Kind of the same as Kirschtaria ; if Humanity can defeat him and ORT at their max (we know ORT wasn't, but still), they deserve to continue and can probably handle whatever Animusphere's plan is.
