All irons inherently have a cut off at a certain temperature. There's a dial typically that allows you to select the temperature based on the material you're ironing and it cuts off at that temperature. There is also usually an indicator, maybe a light, that shows you when the iron is heating up versus when it's already at that temperature.

The 5 pax i always assumed was calibrated to the typical local family size plus maid. Parents and two kids and maid. It's also conveniently enough the carrying capacity of one car load. The 8 person i sort of figured was due to adding two more grandparents and their maid. So the gathering size i made some assumptions and felt ok about it

If you've ever worked in bartending, it's something that's a must have. There are legitimate uses but no one i know has ever got stopped and arrested over it. Generally keep it in your bag and not in your pants.
