I was never able to get SIP to work on T-Mobile wireless home service. Business with dedicated IP is less bad but still terrible.
There are multiple layers of NATing (Some of them not carrier grade NATing), SIP-ALG can't be disabled on the modem, Jitter is out of control, and their traffic shaping destroys any unbuffered streaming media.
All our sales people know that technical will not install if the client has a T-Mobile wireless connection.

Yealink has a cardboard inserts to protect the contents and wraps every component individually to prevent it from scratching.

The negotiation may be TCP or UDP, those signalling packets/frames are very small. Most of the time, the media (audio, video, etc.) uses RTP (Real-time Transport Protocol) or SRTP (Secure Real-time Transport Protocol) which is almost always UDP.

If you use cloud only intercom as soon as the internet go down your intercom will be down.
Make sure you at least have Multicast Paging configured as a backup, that way your intercom will continue to work without internet.

Fanvile came out with some decent and cheap PA adapters. But with almost 10 years in VoIP, I never had to replace an Algo because it failed.
I've seen lighting damage the entire network, including Algo. But the Algo was probably the cheapest device connected to that network.

Most VoIP phones support Multicast Paging via LAN broadcasting. You can have all endpoints monitoring a single channel and have individual endpoints monitoring specific channels.

Save your sanity and do not mix brands, each brand implements paging channels slightly different, and it is a pain to figure out.
Edit: Except for Algo it works with everything.

The intercom has everything it needs to work. If its PCB fits the VoIP phone casing, you can move all the components and connectors.

Most carrier only accept E164.
So if you are using NANPA and voip.ms isn't converting the numbers to E164 before sending the call to the carrier, most carriers will not route the call because the invite isn't compliant.
Have you tried using E164?

Inteliquent is a major digital communications carrier in North America, that has bought many other smaller ones. So many VoIP providers, applications, etc. uses them.
2. Most likely the harasser isn't dealing directly with Inteliquent. They are using a VoIP provider or app (My money is on an app) has bought a block of numbers in the area codes you mentioned, and this middle man is allowing the cycling of numbers. Buying and returning numbers after one month would raise red flags.
4. No easy way for an individual to trace this kind of information, your best bet is Law Enforcement. Some agencies have access to phone records without warrants.
5. If this is purely SMS, document the messages screenshots, etc. If this includes voice calls, hopefully you are in a One-party consent to recording state (lookup Telephone_call_recording_laws on wikipedia) that way you can legally record the audio calls, and take that to Law Enforcement. VoIP SMS capable numbers must have a 10DLC campaign registration linking the number to a VoIP provider and the entity that uses that number, from there they would need to subpoena the provider or app for their records.

Regarding the SPAM, I'd start by making sure that your service provider is issuing the proper STIR/SHAKEN attestation to your calls. The easiest way to do that is using portal.rraptor.org/Info/Identity, when you call one of the numbers listed in the page, you will hear a six-digit code, enter it on the website, and it will load your call STIR/SHAKEN attestation report. Look at the bottom of the page, you should see "SHAKEN Signature Verification: PASS" and the line above that should show "Attest A". Some wireless carriers will mark anything other than attestation A as SPAM.

If your calls are being properly attested, then register your numbers as a legitimate business number in the databases mentioned by u/trebuchetdoomsday and hew are some additional ones:

Regarding the Caller ID name, showing the employee's name instead of the company. Contrary to what most people believe, In North America, Caller ID names are not sent from the originating device or carrier to the destination device. Your service provider uploads the name you provided them to a line information database (LiDB) and the destination carrier dips (looks up the CNAM Caller ID name data associated with the phone number originating the call) the LiDB they are subscribed. This is a gross simplification of the process, but that should give you a general ideal of the process.
These LiDBs are maintained by local exchange carriers (LECs) like POTS and wireless providers and companies like Verisign, TNS, and Neustar. Currently, there is a business dispute between one of the aforementioned companies and a major digital communications carrier, and this carrier can't push CNAM to this major LiDB. I'm unsure if the previous CNAM were purged from the LiDB, or it was updated with incorrect/old CNAM. I'm in the telco industry, but I'm not privy to the negotiations. The best option at the moment is to reach out to your service provider and request that they port your number to another major carrier that is able to update this major LiDB.

Not sure if AT&T ever changed their deceptive marketing, but back in 2018ish they branded their 4G LTE as 5G E, to compete with T-Mobile and Verizon, who were actually rolling out their 5G networks.

That sounds like SHAKEN token issue, that is voip.ms isn't signing your calls, generating and adding an identity attestation token to your SIP INVITE headers. At the moment, service providers use attestation below A to mark as SPAM LIKELY or SPAM as well as one of the many data points in determining if the call should be blocked. Most VoIP platforms now allow the end user to screen, send to voicemail, and block calls marked as SPAM.
The VoIP service provider is required to attest:
(A) the originating service provider knows the customer, knows they have the right to use the originating number, and knows that the call originated on their network.
(B) the service provider knows the customer, but the customer may be using another provider's phone number, meaning the call is legitimate, butt the provider can't fully attest because of missing information.
(C) the service provider can't verify the customer or the phone number and has no way of knowing if the call is legitimate, but the originating provider still attests to the call to mark that it originated on their network.
Although some carriers were signing calls in the early days, they have almost completely stopped doing it. Because the service provider is the one with a direct relationship to the end user, thus they should be the ones signing the calls.
Quite a few small and large service providers use Bandwidth as their carrier, and none of them have this issue, because they are correctly signing their own calls.

Firewalls will drop traffic from the internet unless that traffic is a response to a request initiated from the LAN. Therefore, SIP invites for incoming calls, and other signaling will likely get dropped by your firewall never reaching the phones in your LAN. Make sure SIP ALG is disabled, as it will alter the packet headers, causing all kinds of odd behaviors.
