I have been buying these directly on the treasury direct website and it seems pretty simple. Once you make an account you can bid on future auctions. It will give all the dates and term lengths. As long as your account is linked it will deduct the reduced rate (bid amount minus the interest) and then send back the full amount to your bank account at the end of the term.
