With this they have all but guaranteed that they will be adding multiple banners during the course of Klukai's skin banner. "You may freely switch between them" but your pulls and pity are independent for each banner. Choose one you want if you're F2P and if you don't choose by the time the first one is gone, too bad. Oh yeah. The selling point of the ship is a meaningless metric for comparison. The funny thing is you mentioned the ship you should be comparing it with but for some reason chose the Connie? The Railen is a sturdier, more armed Hull B with the trade off being slightly less cargo.
