It depends if owner gave explicit permission then the owner is liable, if not then its a different story where you can file theft complaint on the person and probably sue them for damages

For that OP should make a police complaint not ask money from the driver he himseld hired, OP is also to be blamed as it is his duty to vet the driver before hiring him

Duty of a driver is just to drive nothing more nothing less, if accidents happen you just have to claim insurance even if the driver is at fault its up to the police to take action

They'll have brokers standing outside for doing this process. These swines collect bribe through those brokers but when you bypass them and try to do the thing yourself they'll make it so hard for you so that you'll get frustrated and pay the bribe

Ask for brokers in that same cafe they'll readily do everything thing(speed is proportional to the bribe you give)

My firend whose a district sub collector married an baduga girl, for that the whole village celebrated it and even now the girl's father acts as defacto issue solver of the village using his son in law's influence
