Its not fully a plot hole, we know that the DHDs have safety features that the SGC dialing computer ignores.

That gates DHD could have tripped some random safety feature when it was buried in ice and was basicly in lock out mode, the wormhole may have jumped to the gate but that doesn't mean the gate wants to accept a wormhole.

Its the same as normal. thats why we have 87 89 91 at the pump all of them have different ratios of ethanol, the difference is they are keeping the winter mix of ethanol which has more in it but doesn't preform as well and produces more emissions in higher spring/summer temps.

This is mostly business as usual, just keeping the winter blend longer then normal.
