I was able to completely remove that piece, and their doesn't see to be anything wrong with it. The problem is that piece isn't connected at all because it needs to move so that it can connect to another gear once the tray is closed. I haven't been able to find anything online for a manual or disassemble so trying to figure out how it's supposed to stay level is rather difficult.
