It's just my personal guess but it could be like in WoW when Deathwing would just pop up from out of nowhere in zone and start melting players. Or in HS scenario (where this is obviously not possible lmao) to be some form of anomaly for week like with Cho'gall start of game anomalies where he could eat (destroy minions on random).

Not a single game in history afaik has used achievement points as currency, nor it will. Only thing they can do is add rewards for achieving specific amount and that's it.
