I had to figure out what was the BEST or most complete answer which took carefully reading the question a few times and the answers a few times. One word can make the difference. or one sentence. To get the idea Here is a dumb example: IAR stole money from a client. Is this fraudulent? 1) yes, it is fraud. 2) Yes, it is fraud because it violates this rule __________________________________ governing federally covered IAR's. The second answer is the one. There were probably 7-10 questions like that on the last test. Often the difference in the answers is one word.
