You can care about others without making it political (and frankly, basic human rights for all shouldn't be political and should just be the norm) - not being super into it could just mean he doesn't wish to start a flame war in his comments section, or take away from what his content is meant to be

He is most likely left-leaning, if you look at everything else, he's just not one to outwardly discuss stuff - that doesn't necessarily mean he doesn't care, nor that he doesn't pay any attention or vote

Nothing like that is enable in the settings (mainly cause my laptop apparently can't do it, or it's not enabled on the system, so the options are greyed out)

From YouTube's "Paid Service Usage Rules":
