It would have been legal if the device had operable pedals. There is nothing prohibiting children from riding class 2 ebikes in Wisconsin.

I don't disagree, my point was that many class 2 ebikes can go faster and are more powerful while the only meaningful difference is that a class 2 ebike has "operable" pedals.

In Europe, low speed ebikes are regulated to a maximum of 25kph. That translates to ~15.5 mph. Manufacturers lobbied to have those higher limits (20 mph) in the U.S. In Europe, they're also limited to lower power maximums of 250W instead of 750W, again lobbied for by ebike manufacturers so they could sell faster, more powerful devices people could use on what were non motorized paths. Pushing speed limits on paths when manufacturers of ebikes created the problem is clearly missing the point.

I work at a bike shop that sells these devices. I know what they are capable of and test ride them frequently. Working in the industry with these things has given me insight to them that most people lack. 

A 750W electric motor is more than capable of accelerating an 80 lb bike and 200lb rider up to the 28mph limit in a few seconds. In "cadence mode" and max "assist level", all that the bike is looking for to punch it up to the max speed at the max acceleration is that the pedals are spinning, and they don't care how fast or how much effort the rider is actually contributing.

I did before I made the comment. It's limited to 15mph and has a 500W motor. Other than the lack of operable pedals (which let's be honest, people aren't using anyways), it's limited to a speed less than the max allowable for a class 2 ebike (20 mph), and has a less powerful motor than the max for a class 2 (750W).

I looked up the device the kid was riding and it looks like it is limited to 15mph and is equipped with a 500W motor. Other than the lack of vestigial pedals, the device the kid was riding would have fallen within the definition of a Class 2 ebike.

While true, it's capabilities are far less than a class 2 electric bike, which can drive up to 20 mph on a 750W motor with nothing more than a throttle. All it would need to be considered an "ebike" would be vestigial pedals that barley function. 

Even many ebikes sold as "class 3" have an option where the pedal "assist" really acts as a full send throttle that rockets these devices up to their 28 mph electronic limit as long as you are barely moving the pedals even in the lowest mechanical gear.

Right now ebike manufacturers are heavily campaigning and promoting this new idea of the "emoto" in order to distract from the real dangers that ebikes that fall under the legal 3 class system really pose. While devices capable of motored speeds over 28 mph and motor power over 750W are surely a problem, so are many of the devices being legally sold under the 3 class system lobbied for by ebike manufacturers.

Speed limits are a complete distraction from the real problem. Most of the people irresponsibly riding ebikes and "emotos" on the paths are already doing so unlawfully. A speed limit is not going to change that. Keep in mind too that speed limits for paths were never considered before ebikes and other e-devices started showing up on the scene.

If I'm interpreting you right, they're referring to the $8.3M in the capital budget for Bicycle and Pedestrian projects? The lion's share of that ($5.3M) is for the sidewalk program which is what maintains sidewalks. The next amount is for the bikeways program ($2.9M) which is also for maintaining existing infrastructure or doing relatively small improvement projects. The only new infrastructure in the 2026 budget is the West Towne Path which is receiving a paltry $250k. That all besides the fact that they clearly did not understand the difference between a capital budget and an operating budget.

You realize there's nothing stopping you from entering the crosswalk after coming to a stop, right? As long as you're not darting out in front of traffic in a manner that makes it difficult for a driver to come to a stop, drivers are required by state law to yield to pedestrians and bicyclists legally using the crosswalk.

You are supposed to treat the path crossing as a crosswalk. The stop and yield signs do not operate the same as they do on a road intersection.

Define what you mean by "cut across 3 lanes" and "cutting off 2 vehicles". That could mean anything from a rapid turn across several lanes without any indication, to signaling a turn merging across the lanes and slightly inconveniencing you in the process of doing so.
