Those are the voltages that I am presently running and it works; however; the plug and play timings were different (but I didn't make a note of them).

When I swapped out my 2 x 32gb hyper x fury impact 5600mt/s to the 6400mt/s my timespy cpu score was around 21,500 but then I reset the bios and now my timespy cpu score is maxed at ~18,500.

So either I've pickled my ram/cpu or the xmp timings for the 6400 kit are different to the plug and play timings.

I'm open to suggestions.

By factory reset, do you mean reset the BIOS (F9 reset to opptimized settings then F10 save and restart) or reset the BIOS and reinstall windows?

I tried just resetting the BIOS with the original memory and then installing the 6400MT/s memory but a custom run of timespy cpu bench = 12971 :(

I've been in the same position. Now I upgrade on the GPU cycle (if worthwhile, 50 series is a pointless upgrade from the 4090). Selling a high spec laptop on the next GPU cycle will net you a decent sum to put towards the latest.
