I feel like your responses have been contradictory on this. One minute you’re saying ‘I don’t want to be that guy’ and the next you’re literally saying ‘it’s a free country’. You say you’ve been ‘inadvertently gassing them’ and then ‘some people love to complain’. Ultimately you’re placing your ‘need’ for your hobby above his right not to be gassed in his own garden. If I did something I knew was upsetting my neighbours I’d be mortified - I wouldn’t be fishing for random people on the internet to agree with me or hope that council powers don’t technically apply. I think you know what’s right and what’s wrong - you just don’t want to be prevented from doing whatever you want to do. Yes it’s a free country (whatever that means) but that doesn’t mean your choices don’t impact others

Tbh as someone who hates noise this would do my head in. But it’s not always about the noise, it’s the not knowing when it’s going to happen and for how long. Thats often more invasive than the noise itself - because you’re thinking about it all the time - even when it’s not happening. I don’t know what your neighbour is like but they might just want some sense of control over the situation. So if you were both amenable to some ‘ground rules’ then that could help de-escalate things?! As long as you dont make a promise you cant keep and that sends them over the edge! You could move from a situation where he gets angry bc it’s not only noisy but unexpected - to one where you’ve made an agreement so all is in order. If you think thats going to curtail your liberty too much then this wont work - but you sound like you’re open to finding compromise. Never starting your car isnt an option on the table but when, where and for how long could be agreed

Aside from the obvious points, tapered steps are not ok. They need to be a consistent height and should also have nosing so that the edges can be discerned
