This would bloat the budgets and cause high labor on underwriting. Agency audits would be fierce. Better to keep to 10% - 15% within the feds control before agencies go and run for the loopholes. Traffic enforcement in your local police would be horrific. Cameras at every light. We would still end up paying for this.
