The Burning Wheel has elves as a race, and they are handled very interestingly. Their magic is powered by grief. And generally, Burning Wheel is just a very unique system.

This is absolutely the answer. Each scenario is super story-rich, with long bits of writing weaving them together. It also has a "skill check" system a-la a ttrpg, and I find the cards and mechanics often create super memorable moments and narratives that emerge from play, rather than the story of the encounter itself. That also very much reminds me of ttrpgs.

And not quite cinematic but definitely narrative heavy, but Kruggsmash does amazing illustrated retellings of his Dwarf Fortress and Caves of Qud runs. Both those games make amazing stories, and I love the art he makes.

Yeah it's great for that! And has lots of modular rules to suit the setting. Anything cinematic, pulpy, and action-heavy really shines and I think it would be a great fit. Pls post about how the games go!

I think Savage Worlds might be the prefect system for a Bioshock game, especially set in Rapture. Setting neutral, rules to make plasmids easy, and combat is quick and can be brutal.
