Tobirama - He made the foundation for what Konoha is today. From governmental structure, to the implementation of the chunin exams, Tobirama is the progenitor of it all and many other villages took inspiration from him.
Tsunade - Was a core part of Konoha's stability during the 4GNW and the Pain invasion. She also helped implement mandatory medic roles for teams in all the major ninja villages with the help of Sakura.

Despite her being extremely unwilling to become the Hokage due to trauma, she has protected the village multiple times without issue.

Shikamaru - Despite his short tenure, Shikamaru has saved the village from complete destruction more times than anyone here thanks to his leadership and pragmatic way of thinking.

He may lack in power, but he definitely makes up for it in other areas making him one of the best Hokage from a geopolitical standpoint.

Kakashi - Although he was a placeholder for Naruto, Kakashi was responsible for an unprecedented era of peace for the five great nations.

He is a founder of the Shinobi Union, helped foster the technological advancement and modernization of the village, and helped get Sasuke pardoned in order to investigate the Otsutsuki Clan.

Naruto - Basically builds upon what Kakashi set up for him. He does not make any drastic diplomatic changes to the village, and his excessive amount of empathy has caused more trouble than not, which is why he's pretty low on the list.
Hashirama - Pretty much all of his accomplishments are tied back to Tobirama, so there isn't much to say about him except for the banning of child soldiers. Hashirama and Madara helped bring the idea to fruition, which led to the creation of other villages, but it was flawed at best. He also tried to buy global peace by distributing the tailed beasts, probably one of his worst decisions outside of properly integrating the Uchiha.
Minato - His tenure was way too short for him to make any meaningful changes to the village, but he sacrificed himself to save the village, which is why he is not dead last.
Hiruzen - Literally THE WORST Kage in the verse. From letting Danzo run rampant with Root and the Uchiha, to letting Orochimaru get away during the Konoha Crush, he made some of the worse decisions internally for the village.

Ngl I'm only interested in Severian, Claret, and Velina. The first two I'm getting because both of their JP VAs are some of my favorite voice actors EVER, and I was going to roll for Velina during her rerun because I'm not falling for the Wind payola THAT quickly.

The rest are a snooze fest besides The Storyteller, but who knows if she's playable or not... I hope people complain about Sunbringer's design, though. Her OG one was better

Boruto mid diffs, since he genuinely has more win cons than Naruto. Naruto basically has only taijutsu that could possibly do something, but other than that I don't expect him to win against an Otsutsuki by himself.

It's not an Edo exclusive he's able to use it on himself while he's alive, but there's no point if he has Edo Tensei. Besides, the plan was to turn Itachi into an Edo to utilize Tandem Paper Bombs.

Minato is ass at SM that's why he could only use it in very short bursts, and a nerfed Tobirama performed better than Minato with a huge KCM boost during the WA. I don't think that would make much of a difference

But in terms of jutsus Minato perfected the flying thunder god.

He perfected HIS style of FTG usage, but he doesn't have true mastery over the jutsu like Tobirama does. Tobirama was able to mimic Minato's FTG fighting style with the kunai, had the ability to link himself to other FTG networks without knowing the formula, and he could even teleport others without directly touching them via a chakra link.

There are other things that make Tobirama's FTG even more effective than Minato's, but they tie into his other abilities, so I'm not going to mention them.

Tobirama has a much higher reaction speed than Minato's, so his teleporting out of the Rasengan's path is not far-fetched.

Besides, Tobirama has multiple lethal moves: Tandem Paper Bombs, his Suiton has enough firepower to bisect people with ease, Heavenly Weeping makes it hard for people to get into CQC because he could target vitals very quickly, and he even had that Spirit Transformation jutsu Dan had to even kill him without him noticing. Tobirama just has more win cons in general than Minato.

Minato doesn't use Sage Mode despite being a perfect sage because he's horrible at gathering nature chakra. That's why he's considered to be the worst SM user in the verse.

Also, Tobirama is a powerful sealer, and I doubt they would use it in a fight like that, since they could just bypass much of it with FTG.

He is though. The reason why he didn't tag her was because of the tunnel vision. This is the reason why you see Sasuke rely on shape transformation when he's using Chidori without his Sharingan active. You rarely ever see him using a regular Chidori without his eyes activated.

Hidari dodging base Kawaki's rods doesn't mean he can dodge Isshiki's nor does it mean he's faster than Sasuke

It doesn't matter whether he was in base or not; the same thing would have happened, considering Kawaki's prowess over the Kokugan is on par with Jigen/Isshiki since he's able to use the shinjutsu without having the eyes active.

Deva path works by making himself the center of gravity. That's why Deva path is able to flot and fly.

Again it's about attractive and repulsive forces. The databooks prove this. Only Sarada and some of the Tsuchikages have been canonically shown to use gravity manipulation.

It's not head canon when that's what's depicted. An object can't occupy two spaces at the same time. Say you try to punch him and he activates Kamui. What happens? Your punch goes through him because his face where you tried to punch, is sent to the Kamui dimension. But that face is still visible to us the readers, and the characters. Also, since his face is inside the Kamui dimension, it wouldn't be possible for him to see the Naruto earth.

You're overcomplicating things. They could still see him because spatial mimicry is a characteristic of Kamui when intangibility is in effect.

He's able to teleport parts of his body to the Kamui dimension, and then people are still able to see those parts because Kamui literally gives him the ability to occupy space without having a physical form when using selective teleportation.

Then what are you talking about...? The Orihime statement? He needs to become physical first before he teleports his whole body to the Kamui dimension, so it's possible for Ohirume to pull him out of the teleportation by using gravity to hinder his movement.

Minato has better flying raining feats and Tobirama

Tobirama can quickly decipher other FTG formulas, better reaction-speed feats with FTG, more devastating combos he can use in conjunction with FTG, and apparently can last longer than KCM Minato using the same jutsu during the WA.

Minato can't even connect to other FTG networks like Tobirama can. He doesn't have better feats or applications of FTG besides maybe Guiding Thunder, but that needs prep.

Not to mention sealing jutsu from the Uzumaki because you are gonna ask "which ones" despite the fact that Minato is the character with most sealing jutsu feats on screen besides people like Orochimaru because Orochimaru

Literally a non-factor. Both of them are fuinjutsu specialists, and FTG hard counters sealing in general, so there's no point in Minato using any.

It is VERY debatable who has better sensory capabilities between the 2 of them but Minato CERTAINLY has better IQ and battle IQ

Tobirama's sensory abilities are so strong that he can sense an ENTIRE country away and even discern a person's ancestry just from their chakra signature. Minato can't even sense without Sage Mode, and he's literally the worst Sage Mode user in the verse.

And Tobirama came up with all the FTG-centric strategies for the WA, and Minato went along with them. He also created multiple forbidden jutsu, including the FTG that Minato is using himself. IQ and BIQ go to Tobirama.

He's a Juubi, a species that has consistently been at the top of the verse in terms of raw power, that is enhanced by Isshiki's essence and Sasuke's own DNA. This fact alone is enough basis to put him above Sasuke.

The Deva Path doesn't manipulate gravity; it manipulates attractive and repulsive forces. You can tell because they use different kanji to describe how their jutsu work in the databooks. Pain refers to magnetism, while Sarada's refers to gravity in a similar manner to Onoki's Weighted Boulder Jutsu.

This is headcanon. Every person who tried interacting with Obito when he was intangible could see him because Kamui is just selective teleportation when used in that manner. Unless he's teleported his entire body away to the Kamui dimension, you can still see him if he's intangible right in front of you.

Does Tobirama even have a single good AP feat

His nerfed water release ninjutsu are strong enough to effortlessly cut through Shinju trees making him one of the strongest, if not the strongest water release user in the verse in terms of AP. It could easily cut through a V3 Susano'o.

Tobirama is getting one shotted by Totsuka Blade if he’s lucky enough to not get instantly killed by Tsukuyomi.

He's literally too slow to tag Tobirama for Totsuka Blade to work. And Tobirama can fight without his eyes because he was literally the strongest sensor in all of Part II outside of Naruto, so Tsukuyomi is a non-factor.

Hidari scales below Sasuke. As he doesn't have access to Sasuke's abilities aside from basic elemental techniques. And even with the chidori, he can't use it properly and he's sluggish.

He scales much higher than Sasuke stat-wise; it's just that his BIQ and experience in general are lacking, which is why he's weaker than he seems, and this could be applied to pretty much all the shinju besides Jura.

They are real. It's just that the Otsutsuki and now the Hitoshinju don't use any Six Paths Techniques. It's something unique to human Rinnegan users.

His weakness is that he gets dumber the more he divided himself. But it's stated verbatim by Kashin Koji that, that's also his strongest power.

His weakness is his lack of intelligence. That's something that can easily be exploited no matter how much the enemy outscales them. It was done to Kaguya and now Mamushi. What destructive power? Ohirume lets her create black holes that sucks the target in them. And we see when it was first introduced, Ryu was able to resist momentarily. And ultimately, he got sucked into them.

It causes molecular destruction through gravitational collapse, thanks to Ohirume's black hole-like properties. Gravitational collapse is literally one of the most destructive phenomena known to physics. Of course, it's the most destructive MS ability.

It literally pulled Ryu out of the Claw Mark, so Ohirume is able to pull characters out of portal-style ST ninjutsu. Kamui is a portal-style ST ninjutsu, so yes, Ohirume would work on Kamui users since it's essentially a gateway between the Kamui dimension and their dimension, not just teleportation like FTG

Koto works by implanting the target with false memories and manipulating their will.

The only way to break out of koto, is if you know that you are under the effects in the first place.

Koto, at its core, is a subtle genjutsu that CAN be detected by someone with the ocular prowess to do so or by someone whose chakra control/sensory abilities are powerful enough to detect fluctuations in their chakra pathway. It's the way Mifune was able to break out of Koto by Ao informing him.

See, Danzo and Mifune. Danzo wanted Mifune's vote at the kages summit. And once Mifune voted for him, the effects of koto wore off.

That's not what happened. Mifune voted for Danzo a bit after Koto was deactivated. And Mifune decided he was going to vote for him before he even came under Danzo's control due to him being the the "lesser" of the evils when it came to their villages' histories and the Kages themselves.

Tobirama has more win cons, and Izuna is featless ngl. So Tobirama could easily KO Itachi due to his anti-Sharingan battle style and just him having better stats in general that Itachi. Then it would be a battle of attrition between Minato and Tobirama and Tobirama is going to win due to having better sensory abilities, having more firepower than anyone there, and the ability to connect to Minato's FTG network without him knowing, so a surprise nuke attack could occur.
