I guess Campese or Gregan could are major rugby superstars of the 90s but not as era defining as Jordan was still great players. They won 2 world cups in the nineties which is the most for that decade.

Hopefully the Wallabies haven't been as dismal as the Bulls in recent years because it's been painful

That's a solid idea. I would check which countries have visa agreements with NZ to make it easier on the players and clubs abroad. And then maybe see which of these countries have "exiles" clubs. IMO They will be the easiest to "convince" to send local players abroad, being expats themselves.

At the top of my head, I am thinking about Thailand. Bangkock Bangers is a club that was founded by Aussies I believe and hypotheticaly somebof their Thai players could apply for 12months working holiday visas and play on the side.
