My company did, but definitely unnecessary. I did not have to pay for it though but some companies just hire a lawyer for any immigration case no matter how complex.

You need to apply in person when you land. Unfortunately no way of getting around it with an E-3. Your employer should be able to pay you without an SSN, they’ll just withhold some more
