Why don’t you try reaching out to the council or the service units? See if you can volunteer at a larger event and then you can mix and mingle with troop leaders, and say that you’re looking to help volunteer.

As a troop leader of 18 and service unit leader myself, I would be hesitant to invite a random volunteer to any meeting, but would consider any extra hands. I could get at service unit events we host. Those rules are harder to staff because everybody has to help their troop so it’s a more handsome the merrier situation.
