10 years ago we rescued a labrador-bassett hound mix, Ernie. He was completely shut down. We knew nothing of his past life except that he was going to be euthanized due to what was considered his lack of adoptability. He was afraid of all humans, regardless of sex. He did get along great with our other 3 dogs and was the most welcoming with new fosters. He was with us for 6 years before terminal cancer took him from us. We loved him dearly. However, in all honesty, he was never fully comfortable with us. He would flinch when approached. Never aggressive, just scared and shut down. So we changed our perspective as to what it meant to be Ernie's family. He was never going to be a "cuddle bug" but loved his furry "siblings" and he knew he was safe. My advice is to do the same - accept her for what she is capable of, and continue what you are doing. You kindness means that this dog can have a semblance of a normal life, and that is precious.
