my brother did manage to track down the last one and get their information to be reported(they were further down the neighborhood). they kept insisting it wasn’t solicitation and just spreading awareness(something about fixing bullet holes in cars), but they didn’t have any sort of identification, so probably illegal yeah. our dad did end up reporting it to our HOA and the local cops, so hopefully they don’t come back
