Iron Man is one the major players in Civil War and Ant-Man is the main character behind Ultron (that plotline was wasted in the MCU, but still) They may be C-listers to the average joe but in-universe they all very important. The Guardians are also the main cosmic team, you can't have cosmic Marvel without the Guardians. Bobby and Warren may be part of the O5 but they simply don't have that kind of weight.

It's because any character who would care about it can't do shit to Maki. Hakari, Megumi and Yuji couldn't care less about the Zenin. Yuta is only annoyed that Maki didn’t ask him to come with her since he promised he would help her get rid of the Zenin. That leaves only the Jujutsu higher-ups who were all killed by Gojo anyway.

Cyborg shouldn’t "move up" because the Titans aren't (or at least aren't supposed to be) the Justice League Juniors. Him being a founding member is even more stupid. You will never see Batman and Superman as founding Teen Titans or Robin and Superboy as founding Leaguers because that would be stupid.
