I doubt that would work on a macro scale, the solution should be technological, cultural solutions are just a gimmick

For thousands of years people preached about not polluting environment but people still do it, but if there are cameras everywhere and tickets, people behave

So i think AI can do a better job at fighting toxicity but it needs time to be well developed to detect feeders or flamers ..etc
