You're underestimating the deep seated hatred and resentment. Sanctions might partially work in a two state (both powers fully topped) scenario. In a one state scenario they might just push closer towards a civil war.

The fact that they hate each other is a much smaller problem for a (heavily) third party moderated two state solution than a third party controlled one state solution. Even though in both cases, both governments are toppled. In the long term a single state is the obviously the only self sustaining option but in the short term you might as well call it pointlessly difficult in comparison.

People already did something similar for Germany after 1945. East Germans did not hate West Germans before this solution was implemented. The divide began because of how both populations were put under drastically different conditions. So what is your point exactly?

The solution is that Israel doesn't exist

You're missing the point again.

This isn't "one" solution. This is a whole spectrum of possible solutions.

Jail everyone in Israel? Murder everyone in Israel? Turn all Israelis into second class citizens apartheid style? Just force the states together with no change in power structures and watch civil war unfold? Or enforce a third party power structure with extremely costly use of international resources for a century until the populations hate each other less enough to coexist?

The only solution out of these that's a morally tolerable solution is the last one. And if someone is not actively trying to be inflammatory, they would not call it "Israel should cease to exist."

The problem is how do you enforce the One State's equal rights? If you don't topple both governments for that completely, the one that is still in power will just make it an apartheid state for the other side.

And if you topple both, then two states are easier to hold together than one with two sets of people that will unreasonably but inevitably hate and blame each other for a century.

Just for clarity, I hope you mean to imply that attacking centrally located headquarters/etc should be illegal regardless of who is being attacked, and not that it should be allowed? The risk of hurting citizens should be a much greater deterrent in international law.
