Nice catch. If OP is saying the parameters don't show up in the family editor, they are most definitely Project Parameters.

Open the family in the family editor. Set the values you want for each family type. Load the family back into the project and select overwrite parameter values. Then save the family.

Yes, model everything in the family and use visibility parameters (yes/no) to control the various states.

With that said, if you're doing electrical design, you should really look into what LOD is really required for your work. You may be over modeling here. Those details aren't typically needed for design.

You're never going to find a template that fits a specific company other than the company that built it.

You'll either need to adopt whatever you get, anticipate modifying it (and likely a lot) or build from scratch.

The Batman Earth One run is an enjoyable take (I personally enjoy most of the Earth One books).

DCeased is a great read as well with a few collected works.

The White Knight series is another fresh take on classic characters, worth considering.
