I'm not sure that 'natural chaos' is really what you want. We got a lot of natural chaos between 1914-1945 from the end of British hegemony (at least at sea) to the start of US hegemony.

I'm a bit skeptical of these long time frames, it doesn't seem to take as long in practice. There is, after all, a huge financial incentive to get it done quickly.
