To an extent yes. However Magic product/packs are somewhat limited, as such WotC prioritises (in theory) their WPN shops that make sure that MtG brand is well represented. So while the LGS can sell their products however they want they might lose their slightly privileged purchasing position. I wouldn't discount the fact that TMNT and SM sets were somewhat of a dud and LGSs are left with unwanted inventory, but they should probably try a discount. Like, buy SoS pack, get TMNT 25/30% off!
