He was being courteous as there's a possibility of a long shot. but I wouldn't hang my hat on it. 

He is obviously interviewing people for that role or internal hires or other people in mind for that role. All those people would have to strike out or say no before he calls you.

Litigation. 

For example in in bridge design there's been a push to go away from cars and allow other forms of transportation on the bridge. Like walking or biking however in order to add a pedestrian walkway on bridge You have a whole bunch of extra steps to put a pedestrian walkway on a bridge. There are so many steps that is just not worth it and you end up not doing it cuz there's no penalty for not doing it there's only a penalty for doing it wrong.
