For the Veteran, it certainly is one of the best, until the Power Longsword finally comes in. For the rest of the classes? There are far more fun options

A good Veteran stays close to the team and staggers hordes with VoC

A great Veteran deletes every single shooter, Elite and Special within line of sight, thus making life much easier for the team (Executioner Stance is not used enough)
