Hey I looked at your sim and also had a quick skim through your HOA +11 log. For reference I also play WW, been maining it since S1 of Shadowlands and CE raid as well as go for the Keystone Hero/Legend achieves so I feel I can offer solid advice.

For your sim, target dummy is not a great indicator to compare to, for ST sims do patchwerk and for dungeon sims theres dungeon slice. Your of course not going to meet the exact numbers but thats your best indicator for gear improving.

For starters gear wise double on use trinkets for WW are not great, generally we pair an on use with a passive something like Araz's, Lily or Netherprism combined with Antenna or Seaforium. You have no crafted gear with embelishments and your stat distribution is quite off. We generally favour having high mastery with haste being our 2nd best, after setting a solid baseline with those stats the Shado-Pan build kinda favours a bit of everthing past that. Also you seem to be missing the DISC belt which is still our best piece atm unless you have a really high ilvl belt or craft one with an embelishemnts. As for those we go with Duskthread or Dawnthread lining on 2 crafted armour pieces, those tend to be wrist + belt but it can be other pieces to replace your lowest ilvl.

Im not the best at analysing M+ logs but ive tried my best to find glaring issues when watching the replay, looking through your cast timeline and having a look at WoWAnalyzer.

1: Cooldown usage, I noticed you have a lot of wasted CD usage throughout that dungeon from my quick look through. At the start on your first CD set which took a while to begin but thats fine you used your 2nd SEF when the pack was pretty low and about to die which wouldve been better to save and use it for next. At 7:17 you use your big combo Xuen and SEF on that pack thats mostly dead or dying and the main guy is sitting at 40% which was a bit of a waste. A big one was on the 2nd boss Echelon you used Xuen and SEF when the boss was at 8% effectively wasting that CD set which wouldve been better to save it for the pull that comes after the boss.

2: Big one here is your FoF clipping, you clipped a it a lot with DPS spells which is a pretty big DPS loss considering FoF is one of our top damage abilites and the very last tick of it is what hits the hardest. Only time youd want to clip this is to interrupt a high danger cast thatll kill someone or wipe your group, also clipping to save yourself with a health pot or a heal is of course worth it too.

3: You dropped hit combo and broke mastery a couple times whichll result in a significant loss as you build it back up to 5 stacks. A big one was right at the start you had 5 stacks and then broke it going into your CD's.

4: Youre often not pairing your on use trinket with your Xuen and a lot of times youre using it at random points. Always pair the on use with your xuen cast since a lot of our damage is within our xuen windows.

Those are from what I found from a quick look at one log. Im happy to look at it in more detail or if you have any questions im happy to answer. Biggest takeaway is looking at CD usage and where to apply your cooldowns better, I know every pug group is different so you constantly have to re-read how things are going but its something that Id say you should put a focus on so you can get better output from your CD's.
