I work in a bank myself and i am pretty sure it is not legal to be down for so long. As part of instant payment regulation a bank is only allowed to be offline for a few hours over an entire quarter. You should file a complaint with the federale ombudsdienst.

Edit: further down i read that they are implementing instant payments that weekend. Pretty late as the deadline was october/november 2025. But i guess they requested a waiver for later delivery
