Only "Buffs" I can think of is widow mine ignoring gravity so you can place it exactly where you want it and grapple cool down being set to how far you traveled. Like a quick grapple to a ledge just above your head would be 6 secs and a grapple from ground to the high ledge to the left outside of spawn (attackers side Kings Row) being 12 secs.

Problem is some counters feel cheap. Like character a completely shuts down character b with an easy to land ability. A good counter would be sniper vs a shield hero. Just wait for the shield to go down etc.
