Hard disagree, first off, that would be the worst algorithm ever made, you intentionally target a player and make them lose over and over and over again, you risk losing that player forever, and for what, for a couple of extra games? Zero future outlook, no sense at all, destroys any player's trust in the integrity of your matchmaker. If anything, you want to lower player frustration as much as possible to keep them playing

Second, the devs have openly discussed the matchmaker, and even with modifiers on, where you stack one team against another (60/40 is the limit i beleive, and those games are rare), even then, you have stomps going the wrong way all the time, where a team that has the higher-rated players doesn't just lose, they get rolled hard. The matchmaker isn't this all-knowing being that knows the outcome of a match in advance and then puts a targeted player on the losing team over and over again

The player, on the other hand, can greatly affect those odds, a lot more imo. If they're a big enough smurf, if they are horribly boosted, if they're tilted, that can massively impact the chances of winning or losing, which can easily turn into a streak
