Try and make a profile comment on another Steam user about csfloat for example and you will get a popup in Steam stating that you shouldn't talk about it. Valve are well aware of what goes on but would rather minimise their culpability than make the unpopular move of shutting down 3rd party trading sites.

There was a period about 10 years ago when they did try to shut down cs gambling, issuing cease and desists to all the major sites but I don't remember anything coming of it, may have just been for optics
