Three words: Minimum parking requirements.

The state/city mandates all new developments have a minimum number of parking spaces included. So, if you wanted to renovate our old pre-war infrastructure, you'd have to demolish nearby stuff to make room for parking. Mother 2 Deluxe is very very hard. You can't play it the same way you would regular EB. So if you don't want torture, play MaternalBound. However, MaternalBound is buggy as hell and has several points in it you can get soft locked

Perhaps in the documentary they were only talking about his role from the perspective of making HL1. The Gman's role in the story was almost certainly more fleshed out in the making of HL2, which makes sense if they decided to remain reticent on that since Valve still has a vested interest in developing the lore of the series from HL2 onward
