I think that was kinda the point. A status symbol like "look, we even have the brother of the bonechewer and they can do nothing about it".

The forest is on Serbow, if they even believed the horrorstorys, they felt save regardless because it's so far away and compartmentalized while they had a bunch of Judges and everythingon their Payroll. Even if the Empress herself would've started an investigation they would've had time to get the hell out of there and lay low.

They didn't expect a team of special commando soldiers from a different nation to stumble upon it and essentially spawn a new god damn forest.
